DETERMINEDtoworktogethertopromotedemocracyonthebasisofthefundamentalrightsrecognizedin theconstitutionsandlawsoftheMember States,intheConventionfortheProtectionofHuman Rightsand FundamentalFreedomsandtheEuropeanSocialCharter,notablyfreedom,equalityandsocialjustice,
CONVINCEDthattheEuropeanidea,theresultsachievedinthefieldsofeconomicintegrationandpolitical cooperation,andtheneedfornewdevelopmentscorrespondtothewishes ofthedemocracticpeoplesof Europe,forwhom theEuropean Parliament,electedbyuniversalsuffrage,isanindispensablemeans of expression,
AWARE oftheresponsibilityincumbentuponEuropetoaimatspeakingeverincreasinglywithonevoiceand toact with consistency and solidarityinorder more effectively toprotect itscommon interestsand independence,inparticulartodisplaytheprinciplesofdemocracyandcompliancewith thelawandwith humanrightstowhich theyareattached,sothattogethertheymay make theirowncontributiontothe preservationofinternationalpeaceandsecurityinaccordancewiththeundertakingenteredintobythemwithin theframeworkoftheUnited NationsCharter,
DETERMINEDtoimprovetheeconomicandsocialsituationbyextendingcommonpoliciesandpursuingnew objectives,andtoensureasmootherfunctioningoftheCommunitiesbyenablingtheInstitutionstoexercise theirpowersunderconditionsmost inkeepingwith Communityinterests,
WHEREAS attheirConferenceinParisfrom19to21 October 1972theHeads ofStateorofGovernment approvedtheobjectiveoftheprogressiverealizationofEconomicandMonetary Union,
HAVINGREGARDtotheAnnextotheconclusionsofthePresidencyoftheEuropeanCouncilinBremenon6 and7July1978 andtheresolutionoftheEuropean Council inBrussels on5 December 1978 onthe introductionoftheEuropeanMonetary System(EMS)andrelatedquestions,andnotingthatinaccordance

COMMONPROVISIONS
Article 1 President of the Commission of the European Communities.TheyshallbeassistedbytheMinisters for The European Communities and European Political ForeignAffairsandbyaMember oftheCommission. Co-operation shallhaveastheirobjectivetocontribute togethertomaking concreteprogresstowardsEuropean unity. TheEuropeanCouncilshallmeet atleasttwiceayear.
The European Communities shall be foundedon the Treaties establishing the European Coal und Steel Community, theEuropean Economic Community, the Article 3 European Atomic Energy Community and on the subsequentTreatiesandActs modifying orsupplementing them. 1. The institutions of the European Communities, henceforth designated as referred tohereafter, shall exercisetheirpowersandjurisdictionundertheconditions PoliticalCo-operationshallbegovernedbyTitleIII.
