20 The Portuguese version of the Treaty in this instance appears to me to be unfortunate, its terms being more restrictive than those of the oilier language versions: nacionais de um Estado-membro estabelecidos no territòrio de outro Estado-membro, which docs not correspond precisely to ressortissants ď'tn Etat membre établis sur le territoire d'un Etat membre (French version), cittadini do uno Stato membro stabiliti sul territorio di uno Stato mcmbro (Italian version) or nationals of any Member State established in the territory of any Member State(English version). The Portuguese version could give the impression that the right to a secondary establishment in another Member State is not available to a national of a Member State established in his own country of origin.
