4 The French Government observes thai Mr Jordan (under the former system which is allegedly still applicable to him), if his income justifies doing so and he makes a request to that effect, may claim an additional benefit from the fonds national de solidarité, but that his average annual revalorized salary on 1 April 1983 exceeded lhe amount which confers entitlement to the additional benefit.
