Regeringen beslutade den 18 juni 2003 att underteckna protokollet. Undertecknandet skedde den 26 juni 2003. Den 8 september 2005 beslutade regeringen att ratificera protokollet och ratifikationsinstrumentet deponerades hos FN:s generalsekreterare i New York den 14 september 2005.
