LETTER OF INTENT
BETWEEN THE MINISTRY OF DEFENSE OF THE KINGDOM OF SWEDEN AND
THE MINISTRY OF DEFENSE OF THE FEDERATIVE REPUBLIC OF BRAZIL
ON STRATEGIC DEFENSE PROJECTS
The Ministry of Defense of the Kingdom of Sweden
and
The Ministry of Defense of the Federative Republic of Brazil (hereinafter referred to as Participants),
Recognizing that Sweden and Brazil share common values, including the high entrepreneurial spirit of their citizens, and acknowledging the benefits of a stronger economic relationship between both countries;
Recognizing that Sweden and Brazil are strategic partners in the development, production, and trade of defense products;
Acknowledging the entry into force on November 13, 2017, of the Framework Agreement between the Kingdom of Sweden and the Government of the Federative Republic of Brazil on Defense Cooperation, the purpose of which is to promote: cooperation in defense-related matters, with emphasis on the areas of research and development, logistical support and acquisition of defense products and services; share knowledge and experiences acquired in Armed Forces operations, including international peacekeeping operations, as well as in the use of national and foreign military equipment; share experiences in the areas of science and technology; promote joint military training and instruction actions, joint military exercises, as well as the exchange of information related to these matters; collaborate on matters related to systems and equipment in the field of defense; and cooperate in other areas in the field of defense that may be of common interest to both;
Acknowledging the entry into force on October 11, 2019, of the Agreement between the Kingdom of Sweden and the Federative Republic of Brazil on the Mutual Exchange and Protection of Classified Information;
Considering the importance of backing initiatives to increase defense trade flows in order to strengthen trade and defense relations between participating countries; and
With the aim of strengthening bilateral defense cooperation and improving the relationship in the area of Strategic Defense Projects through greater cooperation in the field of combat aircraft and tactical transport aircraft.

2Declare their intention to:
a. Strengthen bilateral relations in the defense sector and increase efforts to achieve shared commitments;
b. Participate in joint activities for scientific and technological cooperation; and
c. Seek joint opportunities for commercialization of its defense products.
To this end, the participants came to the following understanding:
1. Establish a Working Group between the Ministry of Defense of Brazil, the Brazilian Air Force (FAB) and the Ministry of Defense of the Kingdom of Sweden, with focus on the analyses of the possibilities of strengthening the implementation, development and cooperation processes in the areas of capacity building, training, and exchange of experiences related to the participants operation of combat aircraft and tactical transport aircraft. - Points of Contact: a. For the Brazilian Ministry of Defense - Trade Promotion Department of the Defense Products Secretariat (SEPROD). b. For Brazilian Air Force - Readiness Command (COMPREP). c. For the Ministry of Defense of the Kingdom of Sweden - Ministry of Defense, Department of Armament and Industry.
2. Establish a Working Group involving the Brazilian Air Force, through the Brazilian Air Force Staff (EMAER) and the Readiness Command (COMPREP) and the Swedish Defense Material Administration (FMV) with focus on the analyses of the possibilities of strengthening the implementation, development and cooperation processes in the areas of procurement, capacity building, training and exchange of experiences related to the participants operation of combat aircraft and transport aircraft. - Points of Contact: a. On the Brazilian side - FAB Staff (EMAER) and Readiness Command (COMPREP). b. On the Swedish side - Swedish Defense Material Administration (FMV). - Swedish Armed Forces.
3. The Participants intend to act in coordination with other ongoing bilateral cooperation and private sector instruments and with the participation of relevant government agencies in each country, as appropriate.
4. The Participants intend to meet regularly, according to availability and agenda needs.
5. The Participants acknowledge that this Letter is not legally binding and is not intended to give rise to any rights or obligations under national or international law. Participants may modify it or notify the other party of their intention to discontinue the activities of the Letter at any time in writing.

36. Industrial partnerships will be implemented through specific contracts.
7. The Participants shall cooperate on the basis of the principle of common interest, respecting their respective national laws and regulations and the international law obligations assumed by their respective States.
Done at Natal, Brazil, on November, 9, 2024, in authentic original duplicates, in the English and Portuguese languages. In case of divergence in interpretation, the text in the English language shall prevail.
