Letter of Intent between Deputy Prime Minister Minister of National Defence of the Republic of Poland and Minister for Defence of the Kingdom of Sweden concerning military-technical cooperation
2I. Deputy Prime Minister, Minister of National Defence of the Republic of Poland and the Minister for Defence of the Kingdom of Sweden, hereinafter referred to as "the Participants": − considering both the Strategic Partnership between the Government of the Republic of Poland and the Government of the Kingdom of Sweden, signed th at Harpsund on 28 November 2024 and the Framework Agreement the Republic of Poland and the Government of the Kingdom of Sweden, signed in Warsaw on th 14 September 2015, on the Participants’ mutual ambitions regarding security, defence and industry cooperation, − recognising the excellent relations between the Participants and seeking to further enhance their defence relationship by working together on technologically advanced defence capabilities, − noting that Swedish military equipment is under advanced analysis by the Polish Participant for potential acquisition as vital elements of respective modernization programmes for the Polish Armed Forces, − noting that Polish military equipment is under advanced analysis by the Swedish Participant for potential acquisition as vital elements of respective modernization programmes for the Swedish Armed Forces, − aiming to use this potential collaboration as a stepping stone to a wider future defence cooperation, − acknowledging the significant deterioration of the security situation in Central and Northern Europe. II. Considering the above, the Participants intend to deepen bilateral cooperation in the area of their armed forces technical modernization, including; 1) potential near-term deliveries of military equipment / capabilities with particular emphasis on the maritime and air domains to the Polish and Swedish Armed Forces; 2) potential mid- and long-term deliveries/cooperation regarding military equipment in the land domain and in the fields of artificial intelligence, cyber and space, enabling the transfer of technology and know-how allowing Participants ’ industrial involvement in these activities and to enable its future production, modification, modernization and development; 3) cooperation in the development of capabilities in precision technologies, enabling the transfer of technology and know-how to the Participants ’ research and development (R&D) institutions and industry; 4) cooperation on providing for relevant operational, technical, maintenance and repair training that pertains to any acquired / delivered military equipment, to ensure the Participants ’ operational and sustainment sovereignty, enabling security of supply;
35) cooperation in support of their respective industries in the common development, production, delivery, supply chain, overhaul and maintenance of any military equipment subject to bilateral cooperation / deliveries as well as R&D works pertaining to precision technologies; 6) consideration on opportunities for wider future cooperation in the field of armaments, including assessment of opportunities for future joint development. III. The Participants declare that the purpose of this Letter of Intent is to set out their intentions regarding potential cooperation in the aforementioned scope and to demonstrate their commitment to a longer-term, strategic partnership in this field, whilst recognizing that all industry in Sweden is privately owned and operated whereas the structure of the defence industry in Poland is diverse in terms of ownership, encompassing both state-owned and private enterprises.. Signature of this Letter of Intent does not represent a commercial or financial commitment to participate in any cooperation or contract, nor does this Letter of Intent represent a legally binding commitment under international or national laws. Where further commitments are required by the Participants to implement the intentions of this Letter of Intent, detailed provisions will be negotiated in a subsequent arrangement. IV.
