Avsiktsförklaring om närmare samverkan mellan Ukraina och Sverige inom områdena civilskydd och nationell motståndskraft
STATEMENT OF INTENT
between
the Ministry of Internal Affairs of Ukraine
and
the Ministry of Defence of the Kingdom of Sweden
The Ministry of Internal Affairs of Ukraine and the Ministry of Defence of the Kingdom of Sweden (hereinafter – the Participants), Respecting the sovereignty, territorial integrity, and independence of each of the Participating States, Recognising and strongly condemning Russia’s brutal full-scale invasion in February 2022, and its ongoing war in Ukraine, Being guided by international obligations, bilateral treaties, legislation of the participating States, in particular the Agreement on Security Cooperation between Ukraine and the Kingdom of Sweden, dated May 31, 2024, and the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Kingdom of Sweden on the Exchange and Mutual Protection of Restricted Information, dated July 12, 2023, Stressing the importance of developing cooperation in areas of mutual interest, Willing to strengthen and develop cooperation between the Participants, as well as institutions under the management of the Participants,
State the following intentions:
The Participants, within their competence and in accordance with the legislation of their respective states, as well as in accordance with international treaties to which their states are parties, express their desire to strengthen and deepen cooperation in the field of civil protection (defence) and national resilience.
Cooperation includes but is not limited to: 1) exchanging best practices and methods in the field of supply chain security, 2) ensuring the sustainability of critical tasks and functions, 3) ensuring maritime safety and security, 4) exchanging best practices and methods in identifying, analysing and countering malign information influence, 5) preventing and countering hybrid threats.
2The Participants intend to achieve the abovementioned goals by exchanging general information and professional knowledge, creating joint projects, and exploring opportunities for cooperation in matters of mutual interest.
The Participants intend to jointly determine the format and terms of future cooperation in each specific case.
The Participants emphasize that this Statement constitutes a further contribution to the security and sovereignty of the Participating States and thus to the maintenance of peace and security in Europe. This strengthening of bilateral cooperation will complement the multilateral cooperation carried out at the Nordic, Nordic-Baltic and European levels, as well as the work aimed at enhancing resilience within NATO, without diminishing its importance.
This Statement declares mutual intentions and does not imply any legal obligations for any of the Participants, including those governed by international law.
