LETTER OF INTENT BETWEEN THE MINISTER OF DEFENCE OF THE REPUBLIC OF MOLDOVA AND THE MINISTER FOR DEFENCE AND MINISTER FOR CIVIL DEFENCE OF THE KINGDOM OF SWEDEN ON BILATERAL DEFENCE COOPERATION
The Minister of Defence of the Republic of Moldova and the Minister for Defence of the Kingdom of Sweden, hereinafter referred to as “the Participants”, acting in accordance with principles of the United Nations Charter and other recognized norms of international law, considering the necessity to contribute to strengthen international peace and security, having regard to the provisions of the 'Agreement among the States Parties to the North Atlantic Treaty and the other States participating in the Partnership for Peace regarding the Status of their Forces' and the 'Additional Protocol to the Agreement among the States Parties to the North Atlantic Treaty and the other States participating in the Partnership for Peace regarding the Status of their Forces' (NATO PfP SOFA), done on 19 June 1995, wishing to develop cooperation relations and having identified a number of areas for closer defence cooperation in benefit of both nations, have reached the following understanding: Section 1: Areas of Defence Cooperation • Strengthen collaboration between Moldova and Sweden in the domain of military training and education; • Strengthening the collaboration between Moldova and Sweden in the work to counter hybrid threats, including disinformation; • Enhance cooperation between Moldova, Sweden and partners in the implementation of UNSCR 1325; • Facilitate exchange of knowledge and technical support;
2• Any other area, upon mutual written agreement between the Participants and in accordance with section 2.
Section 2: Further Arrangements Further arrangements on specific areas of defence cooperation as mentioned in section 1, and which will refer to this Letter of Intent (LOI), can be agreed upon between the Participants.
Section 3: Final Provisions • This LOI does not create any rights or obligations under international law. • This LOI cannot be released to the public without written consent from both Participants. • This LOI will come into effect upon the date of signature.
