vilka önskar underlätta internationell handel med arbeten av ädel metall och därjäm te upprätta konsumentskydd, vilket ä r befogat på grund av dessa varors spe ciella egenart; har enats om följande.

I. Konventionens om fattning och tillämp ning

A rtikel 1 1.
