(a) m inst åtta sta te r h ar hos g eneralsek­ reteraren d eponerat instrum ent angående ra­ tifikation, antagande, godkännande eller an ­ slutning, och (b) generalsekreteraren h ar erhållit upp­ gifter enligt artikel 39 i konventionen att de som i d essa sta te r skulle vara skyldiga att betala avgift enligt artikel 10 i konventionen u n d er föregående kalenderår m ottagit sam ­ m anlagt m inst 750 m iljoner ton avgiftspliktig olja.
