duty-free quotas opened by the United Kingdom in accordance with

Protocol No 1 to the Free Trade Agreement between the European

Economic Community and the Kingdom o f Sweden

A ccording to Protocol N o 1 to the Free Trade A greem ent betw een the E uropean E conom ic C om m unity and the K ingdom o f Sweden signed in B russels on 22 July 1972, the U nited Kingdom has since January 1974 opened tariff quotas for uncoated paperboard (48.01) as well as for coated paperboard (48.07). The perm issible m axim a for these quotas w ere fixed on the basis o f statistics available for the period 1968—1971. In the reference period for the setting o f the quotas (1968-1971), Swedish exports o f low -coated board to the U nited Kingdom w ere declared as uncoated board. It was therefore im ported under U nited Kingdom tariff heading 48.01. Thus the import statistics for uncoated board (48.01) were too high and those for coated board (48.07) too low. W hen this w as discovered, the U nited K ingdom custom s authorities required low -coated board to be entered under tariff heading 48.07. This rectification requires an analogous rectification o f the statistics o f the reference period and therefore o f the duty-free quotas set out in Annex A to P rotocol N o 1. As the original quotas w ere established by increasing the average yearly trad e figure for the period 1968—1971 by four tim es 5% cum ulative, the am ount corresponding to the correction should also be increased by four tim es 5% and the am ount thus obtained be deducted from the 1974 quota for uncoated board and added to the quota for coated board in Annex A to Protocol N o 1. The result would be the following:

Enligt protokoll 1 till frihandelsavtalet m ellan E uropeiska ekonom iska gem enskaperna och K onungariket Sverige, u ndertecknat i Bryssel den 22 juli 1972, har F örenade K onungariket sedan januari 1974 öppnat tullkon­ tingenter för obestruken papp (48.01) och för bestruken papp (48.07). K v an titetsram ar för dessa kontingenter fastställdes på grundval av till­ gänglig statistik för perioden 1968—1971. U nder den referensperiod då kontingenterna fastställdes (1968-1971) anm äldes den svenska exporten av lätt bestruken papp som obestruken papp. Den im porterades därför u n d er den brittiska tullrubriken 48.01. Im portstatistiken för obestruken papp (48.01) var därför alltför hög och statistiken för bestruken papp (48.07) alltför låg. N är d e tta upptäcktes krävde de brittiska tullm yndigheterna att lätt be­ struken papp skulle föras in u n d er tulltaxenum m er 48.07. D enna rättelse kräver en m otsvarande ändring av statistiken från referensperioden och därm ed av nolltullkontingenterna som anges i bilaga A till protokoll nr. 1.

E ftersom de ursprungliga kontingenterna fastställdes genom en ökning av årsgenom snittet av handeln u nder perioden 1968-1971 med fyra gånger 5 % kum ulativt, skall även det belopp som m otsvarar ändringen ökas med fyra gånger 5 % och det sålunda erhållna beloppet dras av från 1974 års kontingent för obestruken papp och läggas till kontingenten för bestruken papp i bilaga A till protokoll nr 1. R esultatet blir följande:
