I havé the honour to inform you as follows: The Swedish A uthorities, at the request o f the Com mission o f the E uropean Com m unities, declare their agreem ent to extend the period of validity o f the A rrangem ent on trade in certain iron and steel products betw een th e tw o parties, which w as the subject o f their exchange o f letters o f 8 M arch 1978, of 2 F ebruary 1979 and o f 5 F ebruary 1980 up to 31 D ecem ber 1981. The following m odifications to the A rrangem ent are hereby made: W ith reference to paragraph 1 and paragraph 2 o f the letters exchanged on 8 M arch 1978, A nnex I is m odified by the deletion o f hot rolled wide strips from the list of products subject to minimum and guidance prices. T he Swedish A uthorities take note o f the inform ation given by the Com m ission, th a t, under Com m ission Decision 2794/80/ECSC o f 31 Octo b e r 1980, a system o f steel production quotas for undertakings in the iron and steel industry w as introduced. This system will term inate on 30 June 1981. The C om m ission for its part notes the reference of the Swedish A uthori­ ties to the reduction in production undertaken in 1980 and foreseen by the Swedish industry for 1981. With reference to paragraph 4 o f the exchange o f letters o f 8 M arch 1978 the Swedish A uthorities take note o f the im portance that the Com mission attach és to the necessity that Swedish exports to the Com m unity take account o f the siutation foreseen for 1981 in Com m unity consum ption and the C om m ission’s Decision 2794/80/ECSC o f 31 O ctober 1980.

T he C om m ission for its part notes the im portance that the Swedish A uthorities attach to the necessity that Com m unity exports to Sweden take into account the situation foreseen for 1981 on the Swedish märket.

T he Swedish A uthorities, while underlining the reciprocal nature of paragraph 4 o f the letters exchanged on 8 M arch 1978, take note o f the im portance th at the C om m ission attach és, particularly in 1981, to the regional aspects o f this paragraph. B oth parties agree th at their trade in iron and steel products should develop in line with their internal m ärket situations and the m easures taken in this field. In view o f this, both parties agree that developm ents in trade will be closely m onitored. If in the course o f this d o s e monitoring either party considers that the im ports from the o ther party are not developing in accordance with the main objectives o f the arrangem ent, including its regional aspects, and w ith the objective m entioned above, the parties shall consult in o rd er to assess the situation. In any event, consultations will be held not later thån 1 July 1981 in order to exam ine the situation.

Jag har härm ed äran att underrätta E der om följande: På begäran av de E uropeiska gem enskaperna u ttrycker de svenska m yndigheterna sitt sam tycke till att förlänga giltighetstiden för överens­ kom m elsen om handeln med vissa järn - och stålvaror mellan de båda partern a, vilket var förem ål för skriftväxlingarna den 8 m ars 1978, den 2 februari 1979 och den 5 februari 1980 fram till den 31 decem ber 1981.

F öljande ändringar i avtalet har härm ed gjorts: M ed åberopande av punkt 1 och punkt 2 i skriftväxlingen den 8 mars 1978, ändras bilaga I genom att man stryker varm valsade breda band från listan ö v er varor som är underkastade minimi- och orienteringspriser. De svenska m yndigheterna no terar den inform ation som kom m issionen läm nat om att det, i enlighet med kom m issionens beslut 2794/80/ECSC av den 31 o k to b e r 1980, har införts ett kvotsystem för stålproduktion i företag inom järn- och stålindustrin. D etta system kom m er att upphöra den 30 juni 1981. K om m issionen no terar för sin del de svenska m yndigheternas hänvis­ ning till den produktionsm inskning som ägt rum under 1980 och som av den svenska industrin förutsetts för 1981. M ed åberopande av punkt 4 i skriftväxlingen den 8 m ars 1978 n oterar de svenska m yndigheterna den betydelse som kom m issionen lägger vid nöd­ vändigheten a tt den svenska exporten till de E uropeiska gem enskaperna ta r hänsyn till den för 1981 fö rutsedda situationen vad beträffar förbruk­ ning inom de E uropeiska gem enskaperna till kom m issionens beslut 2794/ 80/ECSC av den 31 oktober 1980. K om m issionen noterar för sin del den betydelse som de svenska m yn­ digheterna lägger vid nödvändigheten att de E uropeiska gem enskapernas export till Sverige ta r hänsyn till den situation som förutses för 1981 på den svenska m arknaden. De svenska m yndigheterna noterar, sam tidigt som de betonar öm sesi­ digheten i punkt 4 i skriftväxlingen den 8 m ars 1978, betydelsen som kom m issionen, i synnerhet under 1981, lägger vid de regionala aspekterna i denna punkt. De båda p arte rn a är överens om att deras handel med järn- och stålvaror bör utvecklas enligt situationen på deras interna m arknad och de åtgärder som vidtagits inom d etta om råde. M ed hänsyn till d etta är de båda p arterna ö verens om att utvecklingen inom handeln noggrant skall övervakas. Om endera p arten u nder denna noggranna övervakning anser att im porten från den an d ra p arten inte utvecklas i enlighet med avtalets huvudsakliga mål­ sättning, däri inbegripet dess regionala aspekter, och med den här ovan näm nda m ålsättningen, skall p arte rn a sam råda för att bedöm a situationen. I alla händelser kom m er överläggningar att hållas ej senare än den 1 juli 1981 för att g ranska situationen. De svenska m yndigheterna no terar vidare, med åberopande av punk- 3
