Avtalet u ndertecknades av Sverige den 29 april 1982. Regeringen beslöt ratificera avtalet den 19 maj 1982. R atifikationsinstrum entet d eponerades hos F örenta N ationernas gene­ ralsek reterare den 9 juni 1982. A vtalet trädde provisoriskt i kraft den I juli 1982.
