I havé the honour to inform you as follows: The Swedish A uthorities, at the request o f the Com m ission o f the E uropean C om m unities, declare their agreem ent to extend the period o f validity o f the A rrangem ent on trade in certain iron and steel products betw een the tw o parties, w hich w as the subject o f their exchanges o f letters o f 8 M arch 1978, 2 F ebruary 1979, 5 F ebruary 1980 and o f 20 March 1981 up to 31 D ecem ber 1982. The following m odifications to the A rrangem ent are hereby made: The Swedish A uthorities take note o f the inform ation given by the Com m ission th a t the m easures introduced in 1980 under Com m ission D ecision 2794/80/ECSC o f 31 O ctober 1980 establishing a system o f steel production quotas for undertakings in the iron and steel industry havé been extended until 30 June 1982 by Com m ission D ecisions 1831/81/ECSC o f 24 June 1981 and 1832/81/ECSC o f 3 July 1981. The C om m ission for its part notes the reference o f the Swedish A uthori­ ties to the reduction in production undertaken in 1980 and 1981 and to the level o f production foreseen by the Swedish industry for 1982. W ith reference to paragraph 4 o f the exchange o f letters o f 8 M arch 1978 th e Sw edish A uthorities take note o f the im portance th at the Com mission attach és to th e necessity that Swedish exports to the Com m unity take account o f the situation foreseen for 1982 in C om m unity consum ption and the C om m ission’s D ecisions 1831/81/ECSC o f 24 June 1981 and 1832/81/ E C S C o f 3 July 1981. T he C om m ission for its part notes the im portance that the Swedish A uthorities attach to the necessity th at C om m unity exports to Sweden take into account the situation foreseen for 1982 on the Swedish m ärket.

The Swedish A uthorities, while underlining the reciprocal nature of paragraph 4 o f the letters exchanged on 8 M arch 1978, take note o f the im portance th a t th e C om m ission attach és, particularly in 1982, to the regional asp ects o f this paragraph. B oth parties agree th at their trade in iron and steel products should develop in line w ith their internal m ärket situations and the m easures taken in this field. In view o f this, both parties agree that developm ents in trade will be closely m onitored. If in the course o f this d o s e monitoring either party considers th at the im ports from the o th e r party are not developing in accordance w ith the main objectives o f the arrangem ent, including its regional aspects, and w ith the objective m entioned above, the parties shall consult in o rd er to assess the situation. C onsultations will be held at request o f eith er p arty. F u rth e r th e Swedish A uthorities take note, w ith reference to paragraphs 3a and b o f the exchange o f le tte rs o f 8 M arch 1978, th at the Com m ission’s C om m unication concem ing basic prices for steel products is that published in Official Journal N o L 372 o f 29 D ecem ber 1981. F öljande ändringar i överenskom m elsen har härm ed gjorts: De svenska m yndigheterna n o te ra r kom m issionens m eddelande om att de åtgärder som infördes 1980 enligt kom m issionens beslut 2794/80/ECSC av den 31 o k to b er 1980 innebärande ett kvotsystern för stålproduktion i företag inom jä rn - och stålindustrin h ar förlängts till den 30 juni 1982 genom kom m issionens beslut 1831/81/ECSC av den 24 juni 1981 och 1832/ 81/ECSC av den 3 juli 1981. K om m issionen no terar för sin del de svenska m yndigheternas hänvis­ ning till den produktionsm inskning som ägt rum under 1980 och 1981 och till den produktionsnivå som fö ru tsetts av den svenska industrin för 1982. M ed åberopande av punkt 4 i skriftväxlingen den 8 mars 1978 n oterar de svenska m yndigheterna den betydelse som kom m issionen faster vid nöd­ vändigheten a tt den svenska exporten till gem enskapen ta r hänsyn till den för 1982 fö ru tsed d a situationen vad beträffar förbrukning inom gem enska­ pen och till kom m issionens beslut 1831/81/ECSC av den 24 juni 1981 och 1832/81/ECSC av den 3 juli 1981. K om m issionen no terar för sin del den betydelse som de svenska m yn­ digheterna faste r vid nödvändigheten a tt gem enskapens export till Sverige ta r hänsyn till den situation som förutses för 1982 på den svenska m arkna­ den. De svenska m yndigheterna n o te ra r, sam tidigt som de b etonar öm sesi­ digheten i p unkt 4 i skriftväxlingen den 8 m ars 1978, den betydelse som kom m issionen, i synnerhet u nder 1982, lägger vid de regionala aspekterna i denna punkt. B åda p a rte r är överens om att deras handel med järn- och stålvaror bör utvecklas enligt situationen på deras interna m arknad och de åtgärder som vidtagits inom d etta om råde. M ed hänsyn till d etta är båda p arte r överens om a tt utvecklingen inom handeln noggrant skall övervakas. Om endera parten u n d er denna noggranna övervakning anser a tt im porten från den an d ra p arte n inte utvecklas i enlighet med överenskom m elsens huvudsak­ liga m ålsättningar, däri inbegripet dess regionala aspekter, och med den h är ovan näm nda m ålsättningen, skall p arte rn a sam råda för att bedöm a situationen. K onsultationer skall hållas på begäran av endera parten. De svenska m yndigheterna n o te ra r vidare, med åberopande av punk­ te rn a 3a) och b) i skriftväxlingen den 8 m ars 1978, att kom m issionens m eddelande rörande basp risem a p å stålvaror ä r detsam m a som publicerats i Official Journal n r L 372 av den 29 d ecem ber 1981.
