Inledning
Europarådets medlemsstater, som under tecknat detta tilläggsprotokoll, som beaktar den europeiska överenskom melsen om skydd för televisionsutsändningar den 22 juni 1960, nedan kallad ”överens kommelsen” , ändrad genom protokoll den 22 januari 1965, tilläggsprotokoll den 14 januari 1974 och den 21 mars 1983; som beaktar att den tidsfrist som anges i artikel 13, punkt 2 i överenskommelsen för längdes genom näm nda tilläggsprotokoll den 14 januari 1974 och den 21 mars 1983;
som anser att det är önskvärt att ytterligare förlänga denna tidsfrist till förmån för stater som ännu inte är parter i den internationella konventionen om skydd för utövande konst närer, framställare av fonogram samt radioföretag, undertecknad i Rom den 26 oktober 1961, har kommit överens om följande:
Artikel 1 Artikel 3, punkt 2 i protokollet till överens kommelsen, och följaktligen artikel 13 punkt 2 i överenskommelsen ersätts med följande text: ” 2. Artikel 3 Detta tilläggsprotokoll träder i kraft den första dagen i den månad som följer efter den dag då samtliga parter i överenskommelsen har uttryckt sitt samtycke till att vara bundna av detta tilläggsprotokoll i enlighet med be stämmelserna i artikel 2.
Artikel 4 Från och med dagen för detta tilläggsproto kolls ikraftträdande kan ingen stat bli part i överenskommelsen utan att samtidigt bli part i detta tilläggsprotokoll.
Artikel 5 Europarådets generalsekreterare skall un derrätta Europarådets m edlemsstater och vaije stat som har anslutit sig till överens kommelsen samt generaldirektören för Världsorganisationen för den intellektuella äganderätten om a) vaije undertecknande av detta tilläggs protokoll; b) deponering av vaije ratifikations-, god tagande-, godkännande- eller anslutningsin strument; c) dagen för tilläggsprotokollets ikraftträ dande enligt artikel 3.
