A rtikel 2 D etta protokoll skall vara öppet för u n d er­ tecknande av E uroparådets m edlem sstater som u n d ertecknat konventionen. D et skall ratificeras, godtas eller godkännas. R atifik a­ tions-, godtagande- eller g o d k än n a n d ein stru ­ m ent skall deponeras hos E u ro p aråd ets gene­ ralsekreterare.

a. undertecknande; b. deponering av ratifikation-, godtagandeeller g o d kännandeinstrum ent; c. dag för protokollets ik raftträd a n d e i en­ lighet m ed bestäm m elserna i artikel 3;

d. an d ra åtgärder, förklaringar, notifikatio n e r eller m eddelanden som rör protokol­ let. Till bekräftelse härav h ar undertecknade, därtill vederbörligen befullm äktigade, u n d er­ tecknat d e tta protokoll. U p p rä tta t i S trasbourg den 11 septem ber 1989 på engelska och franska, vilka b åd a tex­ te r ä r lika giltiga, i ett en d a exem plar som skall d eponeras i E uroparådets arkiv. E uro­ p aråd ets generalsekreterare skall sända be­ styrkta kopior till varje m edlem sstat i E uro­ paråd et.
