Regeringen beslutade den 11 juli 1991 att godkänna ändringarna. Sveri­ ge meddelade genom note den 26 september 1991 till IMO:s generalsekre­ terare i London att ändringarna godkänts. Ändringarna har inte trätt i kraft. De på ryska och spanska avfattade texterna finns tillgängliga på Utrikesdepartem entets rättsavdelning.
