SÖ 1992:78 a) Sveriges ständiga representation vid Förenta nationerna till Mikronesiska federationens ständiga representation vid Förenta nationerna

T he P erm anent M ission o f Sweden to th e U nited N ations presents its com plim ents to the P erm anent M ission o f the F ederated States o f M icronesia and, pursuant to instructions from th e M inistry for Foreign Affairs in Stockholm , has the honour to convey the wish o f th e G ov ern m en t o f the K ingdom o f Sweden to establish d iplom atic relations w ith th e G o v ern ­ m ent o f the Federated States o f M icronesia. The G overnm ent o f the K ingdom o f Sweden, desirous to p rom ote and develop the friendly relation w ith the G overnm ent o f th e F ederated States o f M icronesia, proposes that diplom atic relations be established between the two G overnm ents and th a t the V ienna C onvention on D iplom atic R elations o f April 18, 1961, shall apply. The P erm anent M ission o f Sweden to th e U nited N ations has the honour to propose that, if th e content o f this N ote is acceptable to the Federated States o f M icronesia, this N ote and the reply o f th e P erm anent M ission o f the F ederated States o f M icronesia th e re to shall constitu te an agreem ent between the G overnm ents which will en ter in to force on the date o f the note o f reply. T he P erm anent M ission o f Sweden to th e U nited N ations avails itself o f this o p p o rtunity to extend to th e P erm anent M ission o f the F ederated States o f M icronesia the assurances o f its highest consideration.

Sveriges ständiga representation vid F ö ren ta natio n ern a betygar M ikronesiska federationens ständiga representation sin högaktning och har, enligt in stru k tio n er från U trik esd ep artem en tet i Stockholm , äran m eddela K onungariket Sveriges regerings önskan att u p p rätta d iplom atiska förbin­ delser m ed M ikronesiska federationens regering. K onungariket Sveriges regering, som önskar främ ja och utveckla de vänskapliga förbindelserna m ed M ikronesiska federationens regering, fö­ reslår a tt diplom atiska förbindelser u p p rättas m ellan de b åd a regeringarna och a tt W ienkonventionen om d iplom atiska förbindelser av den 18 april 1961 skall tilläm pas. Sveriges ständiga representation vid F ö ren ta natio n ern a h ar äran föreslå att, om innehållet i denna note kan godtas av M ikronesiska federationen, den n a note och M ikronesiska federationens ständiga representations svar d ärp å skall utgöra ett avtal m ellan regeringarna, vilket trä d e r i kraft dagen för svarsnoten. Sveriges ständiga representation vid F örenta n atio n ern a begagnar sig av d etta tillfälle att försäkra M ikronesiska federationens ständiga representa­ tion om sin u tm ä rk ta högaktning.

T he P erm anent M ission o f the F ederated States o f M icronesia to the U nited N ations presents its com plim ents to th e honourable P erm anent M ission o f Sweden to th e U nited N ations and has the h o n o u r to refer to the la tte r’s N ote dated D ecem ber 17, 1991 regarding th e establishm ent o f diplom atic relations between ou r tw o countries. In this regard, the P erm anent M ission o f th e F ederated States o f M icro­ nesia to the U nited N ations is happy to inform H is Excellency’s G ov ern ­ m ent that th e F ederated States o f M icronesia is m utually desirous to establish and en ter into this diplom atic relations and th u s concurs w ith the language contained in your Note. For reasons internal to the G overnm ent o f the F ederated States o f M icronesia, an earlier reply to your N ote o f D ecem ber 1991 was not possible. T he P erm anent M ission o f the F edrated States o f M icronesia regrets deeply the delay in this response and, w ith your continued understanding, requests an indication o f tim e w hen o u r tw o M issions can conveniently conclude this w orthy undertaking. The P erm anent M ission o f the F ederated States o f M icronesia to the U nited N ations avails itself to this oppo rtu n ity to renew to th e P erm anent M ission o f Sweden to the U nited N ations the assurances o f its highest consideration.

M ikronesiska federationens ständiga representation vid F ö re n ta natio ­ nerna betygar Sveriges ständiga representation vid F ö re n ta n atio n ern a sin högaktning och har äran åberopa den senares note av den 17 decem ber 1991 angående u p p rättan d e av diplom atiska förbindelser m ellan våra båda länder. I d etta avseende är M ikronesiska federationens ständiga representation vid F ö ren ta n ationerna glad över a tt u n d e rrä tta Er regering om a tt även M ikronesiska federationen önskar u p p rä tta och ingå diplom atiska förbin­ delser och sålunda sam tycker till innehållet i er note. På grund av händelser inom M ikronesiska federationens regering var inte ett tidigare svar på er note av decem ber 1991 möjligt. M ikronesiska federationens ständiga representation beklagar d ju p t dröjsm ålet m ed d etta svar och ber er, m ed fortsatt förståelse från er sida, a tt ange en tid p u n k t då våra båd a representationer läm pligen kan avsluta denna viktiga uppgift. M ikronesiska federationens ständiga representation vid F ö ren ta natio ­ nerna begagnar d etta tillfälle a tt försäkra Sveriges ständiga representation vid F ö ren ta n ationerna om sin u tm ä rk ta högaktning.
