Regeringen beslutade den 6 mars 2003 att underteckna konventionen. Undertecknandet skedde den 1 april 2003. Den 6 september 2012 beslutade regeringen att ratificera konventionen. Ratifikationsinstrumentet deponerades hos det nederländska utrikeministeriet den 26 september 2012. Konventionen trädde i kraft den 1 januari 2002 och för Sverige den 1 januari 2013.
